CSBA partners with TSS to provide facilities performance audits

An effective performance audit helps a school districts ensure that its facilities program complies legally with ballot language and the original intent of the bond measure. A performance audit measures the efficiency, effectiveness, and economies of the program by examining each of the following:

  • Compliance with ballot language
  • Facilities program history and current status
  • Maximization of new state construction eligibility
  • Maximization of state modernization funds
  • District and professional services staffing plan
  • Standard construction documents
  • Design and construction schedules
  • Construction cost budgets
  • Compliance with state laws and guidelines
  • District policies and guidelines for facilities programs
  • Bidding and procurement procedures
  • Change order procedures
  • Procedures for claim avoidance
  • Payment procedures
  • Best practices in procurement

An audit may include other topics, such as local firm participation and the effectiveness of a public outreach program.

Performance audit recommendations help ensure that the district maximizes its resources and, if necessary, creates a plan for improvement upon which the school district and the community can agree.
