Vince Kilmartin – Director of Strategic Planning

Vince Kilmartin’s successful and outstanding career in public education includes work in facilities planning, construction, and management. As the Associate Superintendent of Operations of the West Contra Costa Unified School District, he was instrumental in the planning and successful passage of three school construction bonds totaling $850 million, the second largest in California history.

At the West Contra Costa Unified School District, Mr. Kilmartin managed the budget, master planning, and reconstruction plan of one of the largest reconstruction programs in the state. The district’s current plan includes the construction or reconstruction of over forty schools. He also managed and oversaw food services, disaster preparedness and safety, real property, risk management, redistricting, enrollment analysis, school closure committees, maintenance, grounds, transportation, and management information services.

Mr. Kilmartin has devoted more that twenty-two years to public education as teacher, middle school principal, assistant superintendent, and associate superintendent in four California school districts.

Mr. Kilmartin earned a master’s degree in education from California State University, Hayward.
